The State of Hawaii has a mandatory 10-day quarantine and passenger verification process ("Safe Travels System") for all travelers to the state, including visitors, returning residents, and travelers seeking quarantine exemption.
County of Maui Public Health Emergency Rules now require the download of the AlohaSafe Alert application or other Google-Apple exposure notification system application for all travelers on the Safe Travels program and those who obtain a limited quarantine exemption. For transpacific and interisland travelers, downloading the exposure notification apps is a requirement to avoid quarantine for 10 days. This is in addition to a negative COVID-19 pre-arrival test from a trusted partner.
All travelers arriving into Maui County must complete the State of Hawaii Safe Travels online application.

All inter-island travelers coming in from outside of Maui County must provide a negative pre-departure COVID-19 test 72 hours prior to departing for Maui County to be exempt from quarantine. The test must be done through one of the State’s trusted testing partners available at www.HawaiiCOVID19.com/travel-partners. Children under the age of five will not be required to take a test.

The State of Hawaii's pre-travel testing program gives travelers – including travelers to Maui County – the option of possibly avoiding the mandatory 10-day travel quarantine.
Travelers must upload negative COVID-19 test results to the Safe Travels Hawaiiportal prior to departure or print out the negative test result prior to departure and have it in hand on arrival to Hawaii in order to avoid the 10-day quarantine. If test results are not available before boarding the final leg of the trip, or are indeterminate, the traveler must quarantine for 10 days or the length of the stay, whichever is shorter. Qualified travelers may request a limited quarantine exemption for essential medical or essential work reasons.
Travelers will undergo a screening process upon arrival, including temperature checks and secondary screening if you have symptoms of COVID-19 or a temperature of 100.4°F or higher.
All travelers are strongly encouraged to get a voluntary post-arrival test 72 hours after arriving into Maui County. The second test is completely FREE to travelers who provided a pre-departure test. You do not need insurance to be tested. This voluntary second test program is not valid for Inter-Island travel or any travel testing. Pre-register at www.minitmed.com/travelers-voluntary.
Masks or facial coverings are required for everyone over 5 years old while in public spaces or common areas per County of Maui’s Public Health Emergency Rules.
If someone tests positive for COVID-19 after they arrive to Maui County, that person must isolate at their place of lodging and follow all directions from the State Department of Health.
