Maui County faces intersecting challenges in healthcare access, workforce shortages, and housing affordability. With an aging population, a 41% physician shortage (the highest in the state), and limited access to long-term care and specialty services, health outcomes and care accessibility are under threat. At the same time, healthcare and education sectors report hundreds of vacancies, and housing costs continue to displace workers and families.
The Pathways to Prosperity project (which are three projects coming together) proposes the development of a new community-centered hub in Kahului to address these interconnected needs. The projects include (1) the CarePlex project which involves a 56-bed state-of-the-art rehabilitation facility, a new ambulatory surgical center, clinic and diagnostic spaces, (2) developing 100 affordable workforce housing units targeting healthcare and educational workers, and (3) expanding existing career development programs. These intertwined projects are focused on creating sustainable, long-term solutions. Together as one, these projects aim to improve health outcomes, retain local talent, and support economic revitalization.
CarePlex Development – Construct a 56-bed Rehabilitation Center with outpatient specialty services, diagnostics, and surgical suites. Includes space for medical clinics, diagnostics, and social services to increase access to medical care and reduce hospital overcrowding.
Workforce Housing – Build 100 affordable rental units for healthcare and education workers. Rents will be capped at 30% of gross income. Prioritizes families displaced by the 2023 wildfires.
Workforce Development – Expand existing “Earn and Learn” programs for CNA-to-LPN and teacher pathways, while also establishing a new pathway for LPN-to-ADN. Partner with the University of Hawaiʻi Maui College (UHMC), the Hawaiʻi State Department of Education (DOE), and the Healthcare Association of Hawaii (HAH) to offer educational and employment support.
